PIMA COUNTY JR SOCCER LEAGUE

MEETING MINUTES

Tuesday, July 17, 2007

 

Meeting called to order 6:30 pm., Room 4, Randolph Center, Randolph Park.

Present: Tom Verbridge (TMSFC), Joshua Brewer, Marina Hinds (Az Champions), Valerie Pullara (CDO), Lisa Clark (Randolph), Steven Jackson (TSA), John Norton, Shari Myoraku, Mark Francis, Charlie McConnell, Jeff Welliver, Detlef Lange, Pat Dunham.

Prior to the start of the meeting, Guest Stephanie Maben presented information regarding the ’08 bond and the Rillito track. There was an article in the newspaper recently that suggested the race track has re-emerged as a possibility (rather than conversion of the track to soccer fields). Stephanie pointed out that the property could contain an 18 field complex, the racing folks haven’t paid the county nearly as much as PCJSL and affiliated entities (clubs, etc.), that we want that complex in order to host Western Regionals ($20 mil income but must have 18 fields in one location). Stephanie asked board to write a letter form the board to the Pima County Board of Supervisors and to Chuck Huckleberry, County Administrator, confirming our support for conversion of the site to a soccer complex. She also encourages each club and tournament committee to write, as well as a letter from each team.

I. APPROVAL OF MINUTES - June minutes were, with one correction, approved.

II. PRESIDENT’S REPORT – Pat Dunham introduced Josh Brewer, a former PCJSL player who is now interested in volunteering with PCJSL or a member club.

III. VICE PRESIDENT’S REPORT – Detlef Lange reported that one (1) member is still needed for the Discipline and Review Committee. Josh Brewer was drafted to fill that position.

IV. TREASURER’S REPORT – Charlie McConnell shared the budget, which, after some discussion, was approved by the board.

V. FIELD’S COMMISSIONER – Cheryl Copeland was unable to attend the meeting.

VI. REFEREES’ COMMISSIONER – John Norton discussed scheduling issues; Charlie McConnell suggested schedulers be mindful of the fact that SAT’s will be held on 10/6.

VII. COMMUNICATION COMMISSIONER – Jeff Welliver deferred to Pat Dunham to permit her to establish that the new league webmaster is Rick Gardner. Board members should present a "wish list" of what we would like to see on the site (a less regulated forum, who we are, why we exist, resurrect the try-out forum, FAQ’s, soccer swap meet, lost and found, coach and referee ombudsperson, advertising guidelines, field affiliations and e-mail trees); send suggestions to Jeff Welliver.

VIII. COACHES’ COMMISSIONER – Mark Francis reported he is hoping to do a session other than a licensing session with someone like Karl Dewazian late this summer/early fall. He is working to decipher the changing licensing program. The league could offer the youth coaching modules, but can’t license; however, Rick Timmons is in charge of recreation soccer and may support us doing the youth modules. Pat Dunham and Shari Myoraku can take this issue up with Timmons. It was agreed that continuing education would be supported by league coaches.

IX. DISTRICT II COMMISSIONER – A meeting of the new state league was held earlier in July and determined the top 11 teams, as well as the fact that both tiers will play games in Tucson. State league information will be up on the website soon. Teams will play 2X/month; Pat Dunham expressed the desire for state league teams in Pima County to also play alternate weekends in PCJSL.

X. REGISTRAR – Shari Myoraku discussed amended league play dates which were accepted by the board.

XI. OLD BUSINESS – Lisa Clark discussed the desire of some clubs to offer 8V8 play to U11’s; after some discussion it was determined that 6-8 teams would be needed in order to schedule an 8V8 group. PCJSL will not mandate that U11’s play 8V8. FLSC is on board for 8V8 eff. 8/09. After more discussion, there was a motion to present an 8V8 format for U11’s at the AGM for 08/09 and adopt it if it is ratified at that meeting.

XII. NEW BUSINESS – A motion to require FFC to pay any late fees associated with the late filing of year end financial documents to Connie Gardner passed. A referee complained about a spectator at a game who is a member of the Discipline and Review board and a league coach. It was determined that Detlef Lange should bring the complaint forward to an executive committee of the board and schedule a meeting of that group to render a finding. It was requested that any sanction imposed not include his role as director of a local tournament; however, the communication that will be reviewed by the board referenced the individual’s role as a tournament director, and as a result it may not be possible to honor the request. Pat Dunham suggested we pay for an open registration ad for all clubs that are open to all. This should occur on or about Saturday, 8/18. Finally, it was requested that the item "criteria for deciding if we schedule PCJSL games on weekends of club tournaments" to the August meeting agenda.

XIII. GOOD OF THE GAME – Arizona has teams at Nationals, and 4 players at an international tournament. David and Posh are here (!).

NOTE: The next meeting of the PCJSL will August 14, 2007

Registration opens 8/1 and ends 8/15. There is a need to impose a hard registration deadline, but we need to compromise, as well, to meet our mission to serve kids. The registrar will register players after the deadline with the understanding that they will be scheduled in as we can fit them and if they register after 8/21, they will miss the first 3 games. Also, there is a new registration program for PCJSL and Sierra Vista. There will be training on July 28. Finally, we need to scrutinize the schedules of the younger teams, by gender and age group, for anomalies. Josh Brewer will help. Shari Myoraku would like to bring in other community members to help. Pat Dunham indicated that PCJSL has been approved for league play with New Mexico and El Paso. Jim Tilly will be invited to come and meet with league representatives to discuss.
